Washington, D.C. – The National Small Business Association (NSBA) today released its 2013 Workforce and Immigration Survey. Among the key findings: while only 17 percent employ immigrant workers, nearly half of respondents said they rely on highly-skilled workers with a STEM background, driving broad agreement that a new visa category ought to be created for highly-skilled workers.

Although a narrow majority of respondents responded they would support requiring all employers comply with some kind of E-Verify system—which was not defined in the survey—the overwhelming majority (76 percent) do not use the current system or have never even heard of it.

"When confronted with the current reality of the E-Verify system and the fact that many leading proposals would enforce penalties of up to $75,000 and 10 years in prison, we would expect a marked drop in this already low level of support for mandating the existing program or massive increases in penalties on all employers,” stated NSBA President and CEO Todd McCracken.

The survey also asked small-business owners about workforce preparedness and found that one-third say the quality and education of the current workforce is not meeting their needs. To address this shortfall, 92 percent say the offer some kind of additional training to employees, and 32 percent offer money toward employees’ continuing education or certification programs.

When it comes to hiring procedures, 43 percent of small-business respondents report conducting a criminal background checks on prospective employees, and 80 percent report putting new employees to work within one week of being hired.

"As lawmakers debate immigration reform and other workforce proposals, NSBA is calling on them to give small business the tools to grow and create jobs and avoid unnecessary burdens that will have a stymieing effect on economic growth,” said NSBA Chair David Ickert of Air Tractor, Inc. in Olney, Texas.

Click here to download the report.
http://nsba.biz/docs/Workforce-Immigration-Survey-2013.pdf

Click here to view NSBA’s recent letter to Congress on immigration reform.
http://www.nsba.biz/wp-content/uploads/2013/04/Immigration-Reform-Letter-House-4.3.13.pdf

Celebrating more than 75 years in operation, NSBA is a staunchly nonpartisan organization advocating on behalf of America’s entrepreneurs.
Governor Jan Brewer Joined by AZ Health Care, Business Leaders who Rally behind Medicaid Expansion

Governor’s
Plan will Boost Economy, Preserve Safety-Net and Rural Hospitals

PHOENIX – Governor Jan Brewer today was joined at Maricopa Medical Center
by a coalition of Arizona’s premier business leaders and health care advocates as
they voiced support for the expansion of the State’s Medicaid program.

"My
concerns about the Affordable Care Act are well-known, but it is the law of the
land. With this expansion, Arizona can leverage nearly $8 billion in federal
funds over four years, save or protect thousands of quality jobs and protect
our critical rural and safety-net hospitals,” said Governor Brewer. "The business
and health care communities are uniting with me in this effort because they
know how important this issue is to Arizona. I’m grateful for their support and
am confident it will grow as we continue to make our case across this state.”

On
Monday, Governor Brewer announced her decision to expand Medicaid in accordance
with the Affordable Care Act. By slightly expanding eligibility for Arizona’s
Medicaid program beyond what voters have already twice approved, Arizona will receive $7.9 billion in federal funds over
four years – $1.6 billion in the first year alone.

This
money will not only insure hundreds of thousands of low-income Arizonans, it
will be an economic boon and help maintain the viability of rural and
safety-net hospitals feeling the pinch from growing costs of uncompensated
care.

Governor
Brewer’s Medicaid plan will be accomplished at NO COST to the State General Fund.
It also will include a critical safeguard that rolls back enrollment if federal
reimbursement rates decrease.

****************

Business
and health care leaders from across Arizona are lining up in support of the
Governor Brewer’s proposal. Please see their statements below:

Betsey Bayless, President and CEO of the Maricopa Integrated
Health System

"The Governor has recognized the staggering human cost to
Arizona families without health insurance, and the increasing financial burden
to hospitals can only be alleviated by taking strong action. The Governor also
recognizes that AHCCCS is a national model and ‘gold standard’ for
cost-effective, managed care. It is to the Governor’s credit that she has
stepped forward and taken this position so forthrightly. The people of Arizona
are well-served by Governor Brewer and her commitment to the people of this
state.”

Glenn Hamer, President and CEO,
Arizona Chamber of Commerce & Industry

"There
is no love lost between this governor and the Obama administration. The taxes
in the Affordable Care Act – the new taxes on medical devices and on investment
income, for example – harm our economy and stifle growth. Business would much
rather have seen a health care overhaul that was much more market-driven and
promoted increased patient choice and flexibility while addressing the
continual increase in the cost for employers and individuals. But by opting to
expand Medicaid, Arizona is positioned to obtain $1.6 billion in federal
matching funds in the first year alone, which could help mitigate the effects
of the hidden tax, while providing insurance coverage to an estimated
additional 240,000 Arizonans.”

Judy Rich, President and
CEO, Tucson Medical Center; Chairwoman of the Board, Arizona Hospital and
Health Association

"On behalf of hospitals throughout
Arizona, we thank Governor Brewer for her leadership and support for the
restoration and expansion of AHCCCS coverage for our most vulnerable citizens.
This is the right decision for Arizona to honor the will of the voters who
supported Proposition 204. The expansion of AHCCCS will boost the economy, save
state money, lower health care costs for employers and – most importantly –
improve the quality of life for everyone.”

Linda Hunt, Senior VP of Operations, President/CEO, Dignity
Health Arizona

"We commend the Governor for her vision in setting a new
path toward economic stability in the healthcare sector. The expansion
initiative will not only give thousands of working Arizonans a chance to
maintain their health, but will help healthcare providers continue to expand on
the innovations that have propelled our bioscience community forward.”

Julie Pastrick, President and CEO,
Flagstaff Chamber of Commerce

"The Governor’s Medicaid plan is tremendously important to
the business community in rural Arizona. With this plan, we can not only
bolster our essential rural hospitals and the role they play in our economy,
but we can also begin to reduce the burden borne by Arizona families and
business owners due to the growing costs of uncompensated care. We commend
Governor Brewer’s decision.”

Neal Cash, President and CEO, Community Partnership of
Southern Arizona

"Governor Brewer’s courageous support for Medicaid expansion
is great news for people in Arizona who have a mental illness or substance-use
disorder. Medicaid expansion will restore services to thousands of people with
a serious mental illness who for the past few years have had to rely on
expensive and often uncompensated care in emergency departments and crisis centers.”

Robert Meyer, President and CEO, Phoenix Children’s Hospital

"We applaud Governor Brewer’s bold leadership decision to
support the availability of health care coverage to more Arizonans through the
AHCCCS program. Although the debate has been centered on the childless
adult population, the fragile pediatric population has been deeply impacted as
well. As we all know, across the board cuts in AHCCCS, uncompensated care
and Medicaid shortfalls impact safety net hospitals disproportionately and do
not discriminate between adult or pediatric health care. The Governor’s
leadership will help stabilize a troubled industry, secure professional jobs,
encourage growth, and will have a lasting impact on the health and productivity
of all of our citizens.”

Rick Murray, CEO, Arizona Small Business Association

"We commend the Governor for
her willingness to look at this issue with such a broad perspective.
While the benefit to underserved Arizonans is obvious,it’s the economic
benefit of nearly $2 billion a year pumpedinto Arizona’s economy that
will positively affect every Arizonan and hundreds of Arizona small
businesses.”

Karen Mlawsky, CEO, University of Arizona Health Network

"We applaud Governor Brewer on her decision to support the
Medicaid expansion, and look forward to working with her to make it a
reality. The restoration of childless adults and the expansion of Medicaid
is a smart economic solution that helps our state remain competitive while
serving those in need. This will lower the cost of uncompensated care and
help everyone throughout the state.”

James Stover, CEO, University of Arizona Health Network
Health Plans

"Governor Brewer is showing strong leadership by supporting
the will of the voters and supporting Arizona’s AHCCCS program, which is a
national model for Medicaid. AHCCCS has been a leader in the United
States for innovating and containing health care costs for over 30 years. This
is the best economic move for the state, small business owners and taxpayers.”

Dr. Dennis Lund, Executive Vice President, Phoenix
Children’s Medical Group

"We want to say ‘thank you, Governor’ for this strong vision
of a sustainable health care system that promotes the good work of AHCCCS to
other states and doesn’t accept that all delivery models are broken.AHCCCS
has been a bright light of innovation for the whole country, and this is an
opportunity to showcase our resourcefulness, proven fiscal management and
improved health outcomes. With reform, fiscal responsibility, and economic
opportunity at the forefront of the political landscape, we look forward to the
Governor’s leadership nationally on this issue and assisting her in her
efforts.”

Dr. Mick Pattinson, Chief Executive Officer, Northern
Arizona Regional Behavioral Health Authority, Inc.

"Governor Brewer’s decision to support Medicaid expansion is
a win-win for Arizona. This plan not only restores the health care
coverage previously approved by a large majority of voters, it also will bring
billions of dollars into our economy with expanded health care coverage for
additional citizens as well. This new revenue will help us expand the
infrastructure in behavioral health that will strengthen the safety net so
badly needed across the state. The Governor is clearly demonstrating
visionary leadership that everyone can support.”

Kote Chundu, MD, MMM, President and CEO, District Medical
Group

"With the expansion of Medicaid, we would be giving
our at-risk citizens more control over their health care, their families and
their futures. This
expansion secures a federal revenue stream to cover the costs of the uninsured
that already show up in our doctors' offices and emergency rooms. Expanding
Medicaid benefits not only the uninsured, but it also benefits employers and
individuals who purchase private health insurance, hospitals and Arizona's
economy as a whole. Uninsured families who use emergency rooms often can't pay
their bills, and having insurance will refocus on primary care and prevention
in this susceptible population. I applaud Gov. Brewer for her courage and
conviction with this visionary decision in helping our most vulnerable
population, hospitals and ensuring our long-term economic growth.”

Emily
Jenkins, President and CEO, Arizona Council of Human Service Providers

"We applaud the Governor’s leadership and
pragmatism. Her proposal is the only way to honor the voters’ mandate for the
childless adults. With coverage for behavioral health services, there will be a
reduction in the use of hospital emergency departments for psychiatric emergencies,
resulting in lower uncompensated-care costs.”

The issues of Taxation, Regulation, Economic Development, Healthcare and Education remain the top five issues that the small-business focused association views as the most important to Arizona small businesses. As a statewide organization with business members in all 15 counties and all 30 legislative districts, ASBA will continue to focus and concentrate its efforts at the state level.

"We believe that what is good for Arizona small businesses is good for Arizona," said Jerry Bustamante, Sr. VP, Public Policy and Southern Arizona. "Our goal is to continue to improve the business climate in Arizona where entrepreneurs can take risks and invest in their business with confidence, while creating much needed jobs." ASBA expects the simplification of Arizona's complex transaction privilege tax (TPT, commonly known as Arizona's sales tax) to be among the most important issues from which Arizona businesses can benefit. Education funding and restoring Medicaid funding are also expected to be big issues during this year's legislative session. In addition to publishing an annual legislative agenda, ASBA also publishes a legislative summary at the end of each session with a scorecard on how members of the legislature voted in regards to ASBA's priority bills.

Visit www.asba.com/legislativeagenda ASBA's 2013 Legislative Agenda.
FOR
IMMEDIATE RELEASE

ARIZONA’S
LARGEST TRADE ASSOCIATION PARTNERS WITH LOCAL OFFICE SUPPLY COMPANY TO STIMULATE
ECONOMIC GROWTH IN SMALL BUSINESS COMMUNITY

December 17, 2012 – Arizona small businesses have an
obvious vested interest in the local economy’s success. One of the main reasons
a small business joins an association like the Arizona Small Business
Association (ASBA) is to receive group discounts on products, such as office
supplies. While saving money is a top priority for most small businesses,
keeping more of their hard-earned dollars also ranks high on their list. They
spoke. ASBA listened.

"ASBA’s primary focus is helping and supporting small
businesses here in Arizona,” said Rick Murray, CEO of ASBA. "Anytime we can provide our members the best
discounts and services, while also supporting another local Arizona small
business, it is a win-win for everyone – especially the local economy.”

As of December 2012, ASBA has
partnered with Wist Office Products to offer an exclusive program to their
members. Wist Office Products is the ideal solution in delivering exactly what
ASBA’s 11,000+ member companies are seeking. Being a local company is central
to Wist’s ethos. Sam Richard, the Business Development Director at Wist says,
"In addition to keeping three times as much money in the Arizona economy
compared to our competitors, being local means that we hold ourselves to a
higher standard - these aren't just our customers, they are our neighbors,
too.”

The Tempe-based office supply
company has been in Arizona since 1955, and currently provides quality office
products with award-winning customer service to thousands of businesses across
all 15 Arizona counties. ASBA also has members spread across all of these
counties, which makes Wist a convenient choice for these businesses. "Being a
third-generation family-owned company is more to us than just a postcard from
the past - it's a way of saying to our customers that we care about the
community in which we all live, work and play,” said Richard.

Through a membership with ASBA,
Arizona businesses will receive up to 85% savings on office products, free
next-day delivery with no minimum purchase, and keep significantly more of
their office-supply dollars circulating locally. Businesses that are interested
in receiving this discount and supporting the local economy are encouraged to
visit asba.com or call the central Arizona office at 602-306-4000.

Increase in AZ's Minimum Wage Hurts the Least Skilled and Young People Seeking First-Time Employment

Last week, the Arizona Industrial Commission announced that our state’s minimum wage would see another annual increase, this time up to $7.80 effective the first of the year. The Arizona Small Business Association believes that the increase in our minimum wage hurts those who are supposed to most benefit from it: the least skilled and first-time employment seekers under the age of 19.

"Entry level work is essential to developing our future workforce here in Arizona and nationally,” said Rick Murray, CEO of the Arizona Small Business Association. "This is where basic soft skills are learned, work ethic is developed and where hard work is financially rewarded for the first time.” A recent study by the University of California, Irvine demonstrates a tradeoff between an increase in minimum wage for the employed and higher rates of unemployment. Instead of paying higher wages, employers are forced to get by with fewer workers decreasing employment opportunities for young people.

The Arizona Small Business Association believes that the minimum wage in Arizona should be market driven and not determined by government. In 2006 when Arizona voters passed Proposition 206, the Arizona Minimum Wage Act, our economy was strong, and there was a high demand for workers at all skill levels. Arizona’s cost of living continues to be lower than the national average, yet the state’s minimum wage is higher. There is also an expectation by employees earning slightly higher wages to receive an increase when the minimum wage increases. This effects employers who chose to pay higher wages and places an unnecessary burden on them. Much has changed since 2006, and perhaps Arizona voters should reconsider the minimum wage issue and the impact of its unintended consequences.

About ASBA – The Arizona Small Business Association (ASBA) is the largest trade association in the state representing 11,000+ member businesses, and over ½ million employees in all 15 counties. Gosar (R-AZ) hosted an "Entrepreneurship Panel Discussion and Roundtable” and networking opportunity for local small business owners, self-starters and the public. With entrepreneurship at a 17 year low, the event was an opportunity for residents to learn about the resources available to them to start a business, and for local entrepreneurs to share their concern about the federal regulations that are holding back their businesses and job growth.

"As the nation reels from the unemployment numbers released today, it is important we realize that small businesses hold the key to economic recovery,” said Congressman Gosar. "Local self-starters and business owners cannot effectively create jobs and revitalize the economy when bogged down by the federal government’s increasing regulations and burdensome taxes. As today’s participants demonstrated, Arizonans are resilient, creative and hard-working, but their success requires the federal government to get out of the way.”

Panel members and those in attendance shared ideas on how to boost employment in the United States. "Only one percent of all companies in the US sell internationally. Of that one percent, 80 percent sell to only one country. We need to create growth in the export sector to create and sustain jobs,” explained Kristian Richardson of the US Commercial Service.

With unemployment remaining above eight percent for 43 consecutive months, Congressman Gosar has hosted a series of roundtables this summer to share ideas on the best ways to empower local businesses to create jobs. As a small business owner, Congressman Gosar believes that together through an open dialogue we can find solutions.
PHOENIX – In celebration of Small Business Week, the U.S. Small Business Administration is honoring Arizona entrepreneurs and small business champions for their contributions to the economy. Over 97 percent of the businesses in the state are small businesses and have proven, year after year, to be the greatest sources of the innovation, jobs and growth that is needed to fuel Arizona’s dynamic economy.

"Each year the SBA has the honor of spotlighting Arizona winners of our Small Business Week awards in a ceremony that recognizes and celebrates the entrepreneurial spirit and community activism that has long characterized the small business community of our great state,” said Robert J. Regional winners then go on to compete for national awards presented at ceremonies in Washington, DC May 20 through 26, during national Small Business Week.

On May 1, awards will be presented to Arizona’s Small Business Week winners in a ceremony at the Arizona Biltmore which will be hosted by the Arizona Small Business Association.

Arizona’s winners:

2012 Arizona Small Business Person of the Year
Chandler, AZ

The winner of this award is an individual who owns and operates, or bears principal responsibility for operating, a small business. Partners who jointly own and operate a small business may be nominated as a "team”, so long as the number of individuals in the team nomination does not exceed four.

This year’s Small Business Person is Zeferino Banda, owner of Banda Group International (BGI) of Chandler.

It happens all the time. An experienced employee reaches a point in their career when they believe that their skills are marketable and that it makes sense to test that idea. With a leap of faith they strike out on their own starting a small business.

That was the case for Zeferino Banda of Banda Group International (BGI). A certified safety professional with nearly two decades of experience and a master’s degree in safety, Banda’s diverse career had taken him from jobs in the aviation industry to work with Sandia National Labs, and from Turner Construction Company to stints with the Intel Corporation.

He says that he always knew he wanted to start his own company so, in 2003 Mr. Banda decided to apply his expertise to his own consulting company and created BGI.

Zeferino had recognized a business opportunity while working on a large semi-conductor project in Ireland. He realized that large manufacturing and construction firms needing to provide Environmental Health and Safety (EHS) personnel for their projects and could do so by hiring consultants rather than incurring the costs of full time employees.

The formula worked and the firm is now a growing environmental health, safety and technical consulting company headquartered in Chandler, Arizona with offices in Rio Rancho, New Mexico and Austin, Texas.

In addition to providing services across the country, this emerging global company has conducted projects in Algeria, China, Ireland, Israel, Kuwait, Laos, Mexico and Venezuela.

In 2007, the firm received SBA 8(a) certification. Among the government contracts BGI has won is a five-year NASA contract at the Goddard Space Flight Center. Working as a sub-contractor, BGI is also providing occupational safety support services for the Transportation Safety Administration.

BGI’s success has been recognized beyond its client base. Hispanic Business Magazine last year counted BGI in its list of the 500 largest Hispanic-owned firms by revenue at 455th. BGI was also ranked 60th of the 100 fastest growing Hispanic businesses and 48th out of the top 50 Hispanic business exporters.

2012 Arizona Small Business Exporter of the Year
Tempe, AZ

The winner of this award is an individual who has demonstrated increased sales, profits and/or growth of employment because of exporting.

This year’s Small Business Exporter of the Year is Dr. Manuel Padilla, President of Geotechnical Consulting and Testing Systems L.L.C. (GCTS) of Tempe Arizona. Dr. Padilla holds a doctorate degree in Geotechnical Engineering from Arizona State University. His experience as a project engineer in the structural design of steel and concrete buildings laid the foundation upon which he would later build his own business.

But when it came to developing the products he would offer in the marketplace, his role as senior engineer for Structural and Behavior Engineering Laboratories where he was in charge the development and design of testing systems was perhaps more formative.

In business now for over seventeen years, GCTS is among the leading providers of advanced geo-mechanical laboratory testing equipment in the world and exports to customers in countries across the globe including China, India and Brazil. Its testing equipment is used in a wide variety of industries such as oil and gas exploration, infrastructure development, water conservation and environmental protection, alternative energy production, road surface coatings including asphalt and nuclear and other toxic waste disposal.

All of these industries rely on systems that test the reliability, workability and durability of their products. Whether the products be in the design and development stage or already in the marketplace, they rely on testing systems like the ones GCTS produces to assure they meet or exceed required standards and quality.

As a result of his success Dr. Padilla has grown his company from a single employee to seventeen today. His search for growth opportunities doesn’t stop at the water’s edge or in the development laboratory. He travels extensively to train new clients on how to use GCTS equipment and as a result has developed software products that help multicultural end users. Such rigorous customer service has also helped him expand the uses and efficiency of his testing systems.

2012 Jeffrey Butland Family-Owned Business of the Year
Tucson, AZ

The winner of this award is a business that has increased employment opportunities for family members and non-family members, demonstrated long-term business success and economic growth measured by sales and profits, and helps strengthen family-owned businesses within the community.

This year’s Jeffrey Butland Family-Owned Business is AGM Container Controls of Tucson, Arizona. Established in 1970, AGM Container Controls manufactures environmental hardware for containers that hold missiles and other sensitive equipment. It also manufactures Ascension wheelchair lifts to enable people with disabilities to reach stages and platforms in public facilities. In 2009, AGM was honored by the U.S Chamber of Commerce with the "America’s Best Small Business” award.

Howard Stewart, the current President of AGM who took over from his parents Joyce and Roger Stewart, has engendered a true family culture as the business has grown. The AGM family is dedicated to providing quality products and unsurpassed customer service, and as a result, success and growth have followed. Revenues since Howard took over have grown from $4 million to $17 million. The number of employees has grown too with the most significant growth occurring from 2010 to 2011 when the number of employees jumped from 23 to 116.

The uniqueness of the company is not just its products and employees but also its management’s dedication to its employees. Over the past 20 years, with careful planning and creative thinking AGM has completely avoided layoffs. That loyalty to its employees accounts for high retention and when coupled with a focus on cross training and an education benefit of $5200 per year, has resulted in employees moving from receptionist to manager and shipping clerk to business development director.

2012 Arizona Young Entrepreneur of the Year
Scottsdale, AZ

To be considered a young entrepreneur, the individual must serve as a majority owner and operate or bear principal responsibility for operating a small business with a three year track record, and who will not have reached the age of thirty by June 1, 2012.

This year’s Young Entrepreneur of the Year is Virgilia Kaur Singh, CEO of MIB Consultants. Virgilia is, to say the least, a young over achiever. Her resume is replete with references proving that including: graduated high school at 15; internship with Senator Jon Kyl; writer of policy briefs on education, healthcare, transportation, global women’s rights, and participant in a global study on women’s micro-financing for Secretary of State Condoleeza Rice’s Women’s Empowerment Action Team.

It’s no surprise then that Virgilia’s interest led her to the Thunderbird School of Global Management and that her focus was on strategy and emerging markets, or that she worked for Booz Allen on cloud computing afterward.

With MIB Consultants she helps mom and pop shops and early-stage startups with business model development, marketing and bringing products to market. But that’s just not enough for Virgilia. She has three other lines of business.

With Exhale Health, Virgilia has provided a mobile platform that connects users to alternative healthcare practitioners. And with So What’s On Your Plate, she’s developed a community of working women that collaborate to help each other on personal and community projects.

The success of one of her adventures has already allowed her graduate to other endeavors. Called the "MTV of the Overachieving Generation” by Inc. Magazine GenJuice was developed as a way for 20-somethings to always stay abreast of the latest online trends and trendsetting blogs, allowing them to "stay up on the juice.” Having grown the company to over 100 partners and staff, Virgilia has moved on.

2012 Arizona Minority Small Business Champion of the Year
Tucson, AZ

The winner of this award is an individual who has fulfilled a commitment to support minority entrepreneurship and has demonstrated efforts to improve conditions in the minority small business community as a whole.

This year’s Minority Small Business Champion is Lea Marques Peterson of the Tucson Hispanic Chamber. Under Lea’s leadership over the past two years, the chamber has doubled in size to over 700 businesses, launched an international division with a satellite office in Hermosillo, Mexico and launched a Chamber Business University offering bilingual and online classes in all business disciplines.

In addition, the Chamber launched a non-partisan candidate academy to help individuals considering a run for public office prepare for the challenge. It has also forged collaborative agreements with Mexican chambers such as Canaco Hermosillo, Canaco Nogales, Comparmex Hermosillo, and Canacintra Herimosillo to assist its members in developing export markets.

To assist both Hispanic and non-Hispanic businesses alike in understanding the unique dynamics of the Hispanic marketplace, Lea helped bring the DATOS event to Tucson. An annual presentation on buying trends among Hispanics, DATOS provides an analysis of Hispanic demographics and cultural sensitivities to assist businesses in finding ways to connect with the growing Hispanic population.

A dynamic leader in the community, one of Lea’s goals is to increase diversity in leadership positions in both public and private arenas and as a result brought the Hispanic Leadership Institute to Tucson. The Housing Assistance Tax Act of 2008 requires credit card companies to report merchants’ annual gross credit, debit, and third party network payment card transactions to the IRS using Form 1099-K. The National Small Business Association (NSBA), Arizona Small Business Association (ASBA), and other small business groups had expressed concern about the burdens and costs associated with reconciling discrepancies between their own sales records and the Forms 1099-K issued by credit card processors. The Feb. 10th IRS announcement directly addresses these small business concerns.

Click here to view the FAQ page.

President Announces Plan to Consolidate Redundancies

Looking to make our government leaner, smarter and more consumer-friendly, the President will call on Congress to reinstate the authority that past Presidents had, over decades, to reorganize the government. With the exception of President Ford, every President from Herbert Hoover to Ronald Reagan had reorganization authority. Presidents had this sort of authority for almost the entire period from 1932 through 1984.Unlike the authority granted in the past, the President’s proposal would initiate new accountability by mandating that any plan must consolidate government - reducing the number of agencies or saving taxpayer dollars.

The President will also lay out his first proposed use of that authority: consolidating six agencies into one more efficient department to promote competitiveness, exports and American business. The President knows this is a make or break moment for the middle class and those trying to reach it. The President’s proposed reorganization would help small businesses grow and, in doing so, would help get more Americans back to work.

For too long, overlapping responsibilities among agencies have made it harder, rather than easier, for our small businesses to interact with their government. Those redundancies have also led to unnecessary waste and duplication. The meeting was hosted by the Arizona Small Business Association at their headquarters in Phoenix. The event was one in a series of round tables being held across the nation with senior Obama Administration officials on behalf of the White House Business Council.

"The White House Business Council is working to build a robust economic strategy for rural America while seeking to ensure that continued federal investments in rural communities create maximum benefit for Americans," said Tonsager. "That includes creating jobs by modernizing critical infrastructure, providing broadband to rural communities, expanding educational opportunities and promoting the production of renewable energy."

The roundtable discussions offer government leaders the unique opportunity to hear directly from business leaders around the country about their ideas on how to grow the economy. They also are intended to educate participants about USDA programs and other federal resources that help rural businesses, residents and communities.

The Arizona Round Table attracted a diverse group of small businesses and business support groups from across the state—from small solar companies to Native American development groups. Joining the small businesses were business bankers, rural chambers of commerce, ethnic chambers of commerce, and other small business advocacy groups. Donna Davis, CEO of the Arizona Small Business Association, welcomed the group.

"Our programs have invested millions into rural Arizona businesses in the past few years," said Arizona State Director for USDA Rural Development Alan Stephens. "In rural areas where capital is often difficult for small businesses to access, our Business and Industry Guarantee Program has given rural businesses a much needed resource and rural banks and business lenders an incentive to continue to lend in smaller markets."

Stephens noted that Arizona has received two dozen Renewable Energy for America Program (REAP) grants to Arizona businesses in the past two years. One of those grants went to a business in the small town of Elfrida, Ariz. A local well service owner/rancher found himself struggling to cover his escalating utility costs. His business was at a point where he couldn't afford to grow any more. With the help of REAP funds, he was able to install a solar photovoltaic (PV) system. USDA funds covered a quarter of the cost of the PV system. The rancher covered the rest of the cost. He says the system cut his utility costs by half and that he didn't think he could have continued his business without the PV system and the help of USDA.

"Those are the kind of stories we are hearing across rural America," said Under Secretary Tonsager. From proposing the American Jobs Act to establishing the first-ever White House Rural Council – chaired by Agriculture Secretary Tom Vilsack – the President wants the federal government to be the best possible partner for rural businesses and entrepreneurs creating job opportunities and for people who want to live, work, and raise their families in rural communities.

USDA, through its Rural Development mission area, administers and manages housing, business and community infrastructure and facility programs through a national network of state and local offices.
